This series consists of appropriations supported by the Office of Representative Luis V. Gutiérrez. Appropriations included: Trauma Care Systems Planning and Development Act, Army Neurotoxin Exposure Treatment Program (NETRP), Metra commuter rail system, AMBER Alert Network System, Housing Opportunities for Persons with AIDS (HOPWA), Environmental Protection Agency's Energy Star program, Latin American Youth Center (LAYC), St. Leo's Residence for Veterans and Veterans Affairs Clinic, Healthy Start program, Global Environment Facility, USAID biodiversity conservation programs, the United States Citizenship and Immigration Services (USCIS) Backlog Elimination Plan, Carl D. Perkins Vocational and Technical Education Act, moratorium on new mineral leasing activity on submerged lands of the Outer Continental Shelf (OCS), eliminate funding for the Robust Nuclear Earth Penetrator (RNEP), Migration and Refugee Assistance (MRA), Department of State's Emergency Refugee and Migration Assistance (ERMA), Department of Health and Human Services' Office of Refugee Resettlement (ORR), Access Community Health Network's IT for Tomorrow Campaign (ACCESS), International AIDS Vaccine Initiative (IAVI), Superfund cleanup, Joint United Nations Programme on HIV/AIDS (UNAIDS), Low-Income Home Energy Assistance Program (LIHEAP), Title X family planning program, Ryan White care and prevention initiatives, breast and cervical cancer screening and treatment programs, STD prevention programs, Department of Energy Weatherization Assistance Program, and ending the Disabled Veteran's Tax and the Military Families Tax.
